Rapla county court

1. March 2005

Rapla county court is one of the sixteen courts of first instance in Estonia. The three-instance court system took effect on the 15th of September 1993, but the name Rapla county court was taken into use already 1990 in connection with the renaming of districts into counties. The court shall hear civil, criminal and misdemeanour matters. The latter include also complaints against punishments imposed by different officials (police, environmental protection, consumer protection).

The county court does not resolve the complaints submitted against the resolutions and activities of state and local government authorities i.e. administrative matters any more. Since the 1st of January 2001 such type of matters of the county of Rapla shall be solved by Tallinn administrative court. However, a complaint made in an administrative matter can be submitted to our court and we shall forward it to the administrative court. Tallinn administrative court may hold also quarter sessions in Rapla, if necessary.

The panel of the court includes a land registry department, but no bailiffs since the 1st of March 2001. However, information about the execution of court judgments may be asked from the court office.

The probation supervision department that belonged to the panel of court is still located on the first floor of Rapla county court but its subordination has changed ant it is called Rapla division of the probation supervision department of Harju county court.

Since May 1994 the court is located in Rapla, Sauna st.5. The building has been constructed in 1980-s for an integrated factory of that time and it performed this function up to the beginning of 1990-s. The whole project for the construction of the courtrooms has not been realised yet, for today the building has obtained a pretty appearance and the land registry department has received proper rooms in cooperation between the builders and designers.
