Database of court statistics and judicial decisions (hereinafter the �KOLA�) has been in use from the year 2001.

The objectives of the database are:

  • to provide the Ministry of Justice with statistical information required for the administration of the court system and for legislative drafting;
  • to provide courts with statistical information required for the management of the work of courts;
  • to make statistical information promptly available;
  • to provide the public and other state authorities with statistical information within their competence;
  • to make information regarding each procedure easily findable within courts;
  • to make public the judgments of courts of the first instance and those of courts of appeal that have entered into force pursuant to the requirements provided for in the Public Information Act and the Codes of Procedure.

The KOLA is divided into parts accessible to the public and authorised users. The forms intended for public use do not require a username and their search possibilities are more limited than those meant for authorised users. The database makes judicial decisions on administrative, misdemeanour, civil and criminal matters after they have entered into force in case if they are not subject to the limited disclosure requirements provided by law. Statistical returns related to judicial proceedings are also accessible to the public. The authorised users of the KOLA have access to all the courts of the Republic of Estonia. The courts enter in the KOLA all court matters received, and reflect in the KOLA their course of procedure until their entry into force.
