LEGISLATION
According to Estonian legislation „long-distance hearings“ in the form of video conference are allowed in criminal procedure since 01.07.2004 and „procedural conferences“ in civil and administrative court procedure since 01.01.2006.
EXPERIENCE
We use videoconferencing
1) in criminal proceedings for internees’ distant hearing by judge, foremost in trying convicts preliminary dismissal applications. Proceeded ~5000 cases from 2005 to 2009, in 2008 ~1500;
2) within the framework of international legal assistance for interrogating abroad situating witness or victims. Proceeded over 50 cases from 2005 to 2009. We have practised videoconference with Finnish, Swedish, Latvian, Russian, Polish, German and United States law enforcement agencies;
3) in administrative court proceedings for interrogating internees in petition cases against prison administration and in illegal immigration cases. Proceeded ~100 cases from 2008 to 2009,
4) for lectures broadcasting by Supreme Court within court personnel trainings since 2006.
